The site was previously occupied by the old county gaol which was built in the late 18th century. Designed by Arthur Edward Joyce who was County surveyor for Co. Westmeath for over fifty years, and commissioned as the headquarters of the council. A late example in the Italianate classical style, and very much designed to be seen from the front, the facade stops rather abruptly when viewed from an angle.

Replaced by a new council complex by Bucholz McEvoy Architects, it has since been converted into a performing arts centre and comprises a 378 seat auditorium, hospitality area, and 3 workshop areas.
