Samuel Bridgman Russell and Sir Thomas Edwin Cooper were in partnership in London from the early 1900s until 1912.
The Mitchell Library was established with a bequest from Stephen Mitchell, a wealthy tobacco manufacturer, whose company,
“Torquay is in possession of a Free Public Library, largely through the munificence of Mr. Andrew Carnegie who gave £7,500 to cover the cost of the building”.
Opened in 1907 after an architectural competition in 1906. Funded with a grant from Andrew Carnegie who provided £2,500.
Library funded by donation from Andrew Carnegie, and constructed after an architectural competition. Sheridan’s design was actually placed second by the assessor G.C.
Former library building, one of several designed by Anthony Scott as local authorities availed of Carnegie Trust grants.
