Are planning applications usually found to be invalid if the site and newspaper notices do not specify the full extent of the works to be undertaken that require planning permission. For example, if a notice reads “the development will consist of 1st floor extension to the rear of our house, to include two bedrooms and a bathroom” but fails to mention the break-out of three new windows (above ground) in the gable of the existing structure and an attic conversion with full size gable windows, would the application be invalid?

Yes,
in the example you give the application would be invalid. However validation is an administrative function of the Planning Authority, usually completed within the five weeks following submission of the application.
Unless they note the difference between the plans and the statutory notices, or someone points this out to them, the matter could slip through (unlikely but possible).
Perhaps more important is the fact that any subsequent development could be considered to be unauthorised if it had not been flagged in the statutory notices. In other words – despite appearing on the drawings and despite being granted pp, – there would be a questionmark over the planning status of the windows in the gable wall.

I guessed as much. Your response has been a great help. I pointed out the inconsistency in my submission and await the decision of the planning authority with interest. The deadline for submissions was extended as additional drawings were put on the file after the notice date. I expect this is yet furthre grounds for invalidation (i.e. submissions were made with less than full information). Unfortunately, the application is likely to be resubmitted.
