      No!

      Once the case is closed the county councils are statute barred from re-opening a case.

      Unless they have extra evidence to the contrary.

      If enforcement decide to enforce a decision then they have to bring you to court to do so, so you have a chance to prove to prove your case.

      The chances of this are quite slim because CC’s don’t like to back track.

      No problem!

      I know all this because I got a letter recently from DLRCC which exonerates me of a false charge made against me by neighbour near my ‘store’.;)
