Does anyone know who the architect was on the original Fatima Mansions development (in the 40s and 50s)? I know that phase i of the new development was originally designed by Burke-Kennedy Doyle and taken over by the developers, but I can’t find out who did the original blocks?

Probably the Corporation Housing Department, no?

I’d guess so, but I was wondering if anyone could confirm it or had a name.

Maybe try the Irish Architectural Archive on Merrion Square. I think they were a bit late to have been Herbert Simms, but they still seem to be influenced by the Amsterdam School.
