Do building permits exist in Ireland?

I was wondering if you could help me as I am currently conducting research regarding the use of building permits and planning permission in Europe.

I was told that there are no building permits in Ireland and that all the building permit requirements and information are contained in the planning application and permission. Is that Correct? If so, what is the role of Building regulations? In addition, does that mean that the whole responsibility of a project is assumed by the architect-civil engineer and the council has no involvement? What happens if no architect or civil engineer or other proffesional is involved in the process of building a structure?

I am reading the Building and Planning Regs but im still confused. Thanks for any assistance!
