Building Control Act – Registration of the Title of Architect
The development of pilot technical assessment procedure for those not having formal architectural qualifications is almost complete and will be launched shortly by the RIAI.Discussions are taking place with Department of the Environment on a commencement date for the entire system for the Registration of the Title of Architect.Further information will become available within the next two weeks and will be publicised in the next e-Bulletin.

I think that the Regulations relating to the Act have to be in place before the Act can become operable, so it could be some time yet.
