Im not at all sure what you are asking but…

Firstly why not simply ask your local planning authority. The planning desk may be able to tell you and if this is a major policy in the county the FAQ section on the website might help.
Secondly the ‘amendment’ is probably a policy of the current County Development Plan so it came in to force whenever that came in to force. the policy will affect any planning application lodged since the plan was adopted.

Im not sure what you mean by area “a” and area “b”, surely you only have one qualifying family residence!
