William Redfern Kelly (1845-1928)

Born in Dublin, William Redfern Kelly spent his whole career working for the Belfast Harbour Commissioners. He was eventually promoted to chief assistant engineer circa 1870 and then appointed chief engineer in January 1905. He held the position until his retirement in 1914.

The dock was constructed by the Belfast Harbour Commissioners and opened in 1911.
