The foundation stone of the West Ham Municipal Technical Institute was laid on 29th October,
The funding of Passmore Edwards led to the construction of firstly the Library,
Still in use today as a public library,
Technical Institute & Public Library.
One of the fine public libraries funded in part by Andrew Carnegie’s foundation,
Polychromic brick and stone building for technical school.
Now with a crudely added top floor,
