The building was constructed as a library and lecture hall in 1907.
St. Catharines established a free public library in 1888. The library board received a $25,000 gift from Andrew Carnegie in December 1901.
When Vassar opened in 1865,
The library was a joint project funded by Andrew Carnegie and the local council on land provided by the council.
