    the tower has been capped off at ground level untill it is to start up again, as it shares sections with the office building and shopping centre beside it leaving it as a building site is not safe. the dismantling seen is the stand down of the temporary constructions (hoardings etc)

    There is also a significant moderisation internally (sensitive). Its worth a look for the lift atrium on the right hand side.
