    Yep thats it all right. It appears that the scaffolding has multiplied since I was last there – it’s taken on a life-form of its own and has extended itself around onto Church Street. Roof is gone from the pub and adjacent building, while the law lib and spar have been swallowed by scaffolding. Are strange beings from Fraggle Rock working down there at night, or can anyone tell me whats going on there?

    Law Lib:

    Lot of work going on up there at the mo’ – scaffolding transcending the adjacent cobbled stree, front of the library all scaffolded up, 2 (18/19C.) houses now without rooves at corner of laneway. Maybe this has popped up already on another thread and I haven’t seen it, but can anyone at all please tell me, wots goin’ on??? Happy Easter.

    Correct me if I’m wrong, but I was under the impression that since the early 90’s there were now penalties in place to prevent the speculator-driven dereliction that was such a blight in Dublin during the 1980’s? Is this so – or is the Underwoods Vs Cty Council Henrietta St CPO court case having unforeseen knock-on effects?

    In defence of Sam (!)

    I like the EBS – or more specifically the EBS as planned originally – before the planners directed Sam S. to insert the grey modular grid into the facade left of entrance. Its one of those few instances where the best of planners intentions led to limp consequences – apparently they felt it necessary for the EBS to incorporate the drab grey grid so that the block would fit in better with the rest of the terrace. Unlike the Wood Quay bunkers, this I think would have been more aesthetically complete had Sam been left to his own devices; very po-mo with the older central element balanced by reflective contemporary elements. Don’t suppose:
    A – the chemists shop facade was saved for salvage?
    B- in view of the visually limp outcome, that the grey grid can be got rid of – thus rendering the EBS building aesthetically balanced/ complete?

    Did anybody else see the “Big Bite”, presented by David McWilliams, on RTE 1 today? I caught the tail end of it and it looked interesting. It had a fairly good panel of 6 or 7 guests including Treacy Hogan from the Indo, Frank Mc Donald, Judy Osbourne from Wicklow Planning Alliance, and 1 or 2 others from DIT, Feasta, as well as the FG head from Laois Co. Co. All about the Laois Rezonings. Did anyone else see it – or does anybody know whether repeats of the Big Bite are ever aired?

    Here’s a funny thing, we know more roads linked to more roads will create worse traffic chaos, so what will we do? I know lets build another road! Roll on the Outer Dublin Orbital Ultimate Ring-road, or ODOUR for short! :p

    Port tunnel will add to M50 chaos, warns toll roads chief

    THE €750m Dublin port tunnel, which will take 9,000 trucks out of the city centre, will force 7,000 extra trucks on to the already chaotic M50 motorway, adding to the commuter nightmare. The grim prediction was made yesterday by National Toll Roads (NTR), which operates the controversial Westlink toll bridge on the motorway.

    In a special briefing for the Irish Independent, the company offered to finance and build a new tolled outer orbital route around the M50 and an eastern bypass, effectively completing a circle of motorway around the capital. Although the toll booths are coming down when the upgrade of the M50 is completed and tolling switches to an automated system, Kyran Hurley, NTR’s deputy managing director, blamed the gridlocked junctions along the M50 for the traffic chaos, and said the toll booths were not responsible.

    He pointed out that it was Government policy to extend the tolls on the M50 for another 15 years after 2020 to pay for the planned upgrade involving extra lanes, and freeflow junctions.

    The NTR boss called for the upgrade to happen quickly but warned that even with increased capacity the road would be unable to meet demand and there would be congestion.

    Labour leader Pat Rabbitte yesterday urged the Government to negotiate the lifting of tolls at peak hours on the M50 during construction work.

    It was no longer just an issue for traffic on the M50, but also for commuters from Meath and Kildare who needed to cross the M50, he said.

    “But consider what will happen to traffic from every direction when the roadworks start to upgrade the motorway to three lanes. What is now an unmanageable commute will become an unbearable one,” he said.

    “The toll plaza is aggravating the congestion on the M50 and it will worsen for the duration of the renovation works,” he said, urging the Government to sacrifice some of the €15m it earned from the tolls every year to ease gridlock.

    I know this is slightly off-topic, but does anybody else share the view that a real addition to the Kildare St state buildings would be to interconnect the Kildare Street Museum with the Natural History Museum on Merrion Sq., and ditto with the Library and the Gallery?

    Roche to ‘frustrate’ rezoning windfall

    The Minister for the Environment Mr Roche has said he will “frustrate” attempts by local authorities to raise money from large-scale land rezoning.

    Mr Roche was responding to reports in The Irish Times, that rezoning in Co Laois could result in a multi-million euro windfall for the planning authority.

    The potential gains become available when small villages are earmarked for housing beyond that which is required locally.

    In granting planning permission for housing a planning authority has the power to ask for up to 20 per cent of the development, for social and affordable housing under Part V of the Planning and Development Act 2000.

    Where the authority does not need so many houses it is empowered to take land or cash instead. In this way the authority’s share of a 600 house development could amount to 55 houses and about €10.5 million in cash.

    In the case of Co Laois, large scale rezoning of up to a dozen villages, could represent a windfall for the council of tens of millions of euro.

    But Mr Roche indicated at the weekend that where he believes local authorities are simply cashing in on the Part V clause, he will “move to frustrate that”.

    Mr Roche said “Part V was intended to solve a housing need and not to simply add revenue”.

    Meanwhile, Offaly County Council is preparing local development plans for the villages of Rhode, Clara, Daingean and Edenderry all of which are expected to come under development pressure for commuter housing. Councillors are due to debate the plans on Tuesday next.

    Laois County Council has approved its controversial Draft County Development Plan in the absence of Fianna Fáil councillors who walked out of the chamber in protest.

    Cathaoirleach Mr William Aird (FG) said yesterday it was “up to the people” to say whether they liked the plan, which would be published in a fortnight as part of a public consultation process.

    The local authority is proposing to establish new development boundaries around 29 villages and small towns in the county, allowing for the construction of thousands of news houses.

    Rejecting the criticism of Fianna Fáil councillors, who accused him of curtailing debate at yesterday’s six-hour meeting, Mr Aird said: “I honestly don’t think I was unfair to anyone. I could not have allowed people any more time to speak.”

    But Cllr Gerry Lodge (FF) said members of his party were “denied the opportunity to speak” at the meeting. “We had proposed that there should be local area plans for each of the villages to ensure there was proper and sustainable development in each case, but the chairman wouldn’t listen to us.”

    Mr Lodge said he believed there could be legal problems with the manner in which the draft development plan was adopted given the reduced attendance in the chamber.

    Such claims were dismissed, however, by rival councillors.

    Among the villages included in the plan are Arles, Attanagh, Ballinakill, Ballybrittas, Ballyfin, Borris-in-Ossory, Camross, Castletown, Clonaslee, Durrow, Emo, Errill, Killenard, Rosenallis, Shanahoe, Stradbally and Timahoe.

    Towns such as Portlaoise, Portarlington and Mountmellick are not included in the plan.

    Despite this, Fine Gael says the proposals will facilitate balanced development, enabling the County Council to insist on 17.5 per cent social and affordable housing in all new developments.

    However, Fianna Fáil says the plan will result in “developer- led” construction in areas already under-resourced for public utilities and services.

    In a separate development, local Fianna Fáil TD Mr John Moloney said yesterday he would ask the Minister for the Environment, Mr Roche, to intervene in the planning process if the local authority failed to take on board local objections.

    “If the county council is unwilling to hear the concerns of the local people, I would have a duty to involve the Minister and brief the Minister on the matter,” Mr Moloney told The Irish Times.

    Mr Roche, who has powers under the 2000 Planning Act to revoke rezonings, is understood to be concerned that the draft development plan is in conflict with regional planning guidelines. Such guidelines call for urban development to be centred around a “hierarchy” of towns rather than villages.

    Laois councillors back development plan – RTE

    The Fine Gael-led County Council in Laois has voted through a controversial Draft County Development Plan at a heated meeting in which most of the Fianna Fáil members staged a walk out.

    Part of the plan involves the zoning of more than 1,000 acres of land around 29 villages and small towns which could pave the way for the construction of thousands of new houses.

    Fianna Fáil Councillors, however, walked out of the meeting after accusing the chairman, Willie Aird, of not giving adequate time to discuss individual cases.

    But one Fianna Fáil Councillor, Michael Moloney, chose to remain in the chamber and is now said to be refusing to recognise the party whip.

    The plan will now go out to public consultation in two weeks’ time and the public will have ten weeks to make their views known.

    The zonings have been criticised by the Heritage Council and experts who contributed to the devising of the National Spatial Strategy.

    Mr. Clerkin, any chance of a poll as to the inter-connector Vs the turd Luas line?

    A couple of good points have been raised as to pros & cons as to the interconnector – such as it fails to increase service to the nth inner city. Maybe IE and their military wing, P11, ( 😀 ) could look again at locating more stations on those northern inner-city lines – there are a couple of options including Cabra, Croke, and adjacent to Mc Kee Barracks/ NCR.

    Aside from that, one other slight concern I would have is that by the proposed interconnector underground route going by High Street, it is running through a very sensitive archaeological area. Appropriate archaeological resolution should be factored in at the outset: if done right, there’s the opportunity to tell the story of the layers of the city as one would be ascending on the escalator onto High Street. It could be a real boon – apparently that’s what has happened in Athens; anybody seen / experienced their new underground links??

    Finally, does anybody have any suggestions as to better names for the “interconnector”? It really desparately needs some rebranding, its such a mouthful…”de inter wha?”!

    Ps diaspora, you are right as to the capacity of the luas equating that of the QBC’s. No difference between them whatsoever – except that the looney luas has cost 40 times more than a QBC 😮 !

    Spot on weehamster. RPA should be disbanded. How many heads rolled after 30 Million was wasted at Connolly. Oh I forgot, none. They’re almost as good as the NRA in terms of non-accountability. REAL pressure needs to be applied to the current govt if they are ever going to move away from the current sham approach. I notice – with disgust – how the current FF candidate for Meath by-election believes that “a railway from Navan to Dublin could be up and running in 10 years”. Funny that, they’ve only been in power for 3/4 of the last 25 years. All the time a line is in existence between Navan & Dublin, albeit via Drogheda – just waiting to be used.

    Congratulations to FF for being the best opposition while their in govt.

    Shame on them, and shame on us for putting them in. 😡

    Very funky indeed. The scale & layout – eg steps etc seem to be mimicking/ referencing the old-style vernacular architecture of Cork city. Was this deliberate?

    Over the last number of years, I have noticed that a lot of Cork’s pedestrian alley-ways have been getting shut off, which I think is a real shame. Perhaps that’s why this appeals to me – the design seems in some respects to be a visual paraphrase of what was good about Cork, and what set it apart from our other cities. A po-mo celebration of the local vernacular perhaps?

    One final idea, might be worthwhile to forward the photos to Bord Scannan/ Film Board – to my eye it looks like a good location for filming. 🙂
