InactiveIt’s only the RPS that affords statutory protection. Some DPs have a section on conservation for non-PSs, but that’s usually to do with the character of an area and retention of existing buildings on sustainability grounds etc., afaik.
Although this isn’t a hard and fast rule, the RPS generally includes only buildings rated by the NIAH as of Regional importance and above. The ultimate decision rests with the councillors, and some have included buildings rated as Local while others have resisted the inclusion of some Regional rated structures. Where the NIAH recommends a list to the local authority, if the authority decides to exclude some of the recommended structures from the RPS it must provide reasons to the minister for such a decision.
So the short answer to your question is There are no difficulties. (Alas.)
It might be worth contacting the local authority to check, though. You could try for a Section 5 declaration re the need for PP for works, but that can be more time consuming than a quick call.
