Which County Councils look most favorably on eco developments?

I have an idea for tourist/eco accomadation but don’t know where to start?
It would need to be in a scenic part of the country popular with tourists and would be its very nature be low impact.
Would some county councils be more interested in this idea than others? Where would one start with this idea, as getting planning would seem to be the crux of making it happen?
