Does undeveloped land carry the same amount of weight as developed land. Take for example a development that has been reduced in height by way of condition in a permission due to the adjoining site. This adjoining site, while in the same zoning class, is undeveloped and there are no intentions to develop it.

you have to be more specific. describe the sites, the development and the policy behind the decision. Perhaps write out the condition if it isn’t too onerous,
