      I’m endevouring to have the road outside our development (Castleforbes Road, Northwall)improved. It’s currently a patchwork of cobble setts, tar in-fills, pot holes, depressions, lumps and dirt. Due to the disappearence of cobble sets over the years and the poor state of what remains (for what cobbles remain, think Temple Bar with HGV’s driving up and down) we are looking for a new road surface.

      DCC are quoting the appendicies of the Development plan concerning retention of cobbles as a barrier to their removal. I would have thought that if the cobbles were listed under the ‘Protected Structures’ section of the Development Plan (which they are not) we would have to seek their ‘de-listing’ to allow their removal / covering. However, are they legally bound to not touch every item listed in the appendicies ?

      Guild street & Mayor street are both in the same appendicies and have had their cobbles removed. The cul-de-sac beside the former British Rail Hotel is actually on the ‘protected structures’ list and has also lost their setts (which were actually in good order).

      Any advice on how to approach this one ?

      It sounds like DCC are stonewalling you. This is the usual things that happens so many times. The CC will happily let the “protected” surface become destroyed but won’t improve the road because its protected. Its screwed up. My advice is get onto a Councillor. The Draft development Plan is out at the moment. Maybe a meeting of the waters can be devised, some setts remain as edging or parking bays and the main body of the road is tarmac. That way you get a new and potentially attractive road.

      We’ve gotten as far as this with the help of Councillors. CC are now going to ‘review’ the matter internally which to an optimist sounds like progress and to a pessimist sounds like they’ve taken the ball and gone home with it.

      Why not ask for the full restoration of the the setts? Retention of cobble setts is an objective of the development plan. Would you prefer tarmac and speed bumps?

      None of the roads that run off Northwall have speed bumps (IIRC). The setts would have to be taken up entirely and relaid extremly well for a real improvement from a driving, cycling and noise perspective, (if DCC have done this elsewhere I’d be interested to see it). HGV’s currently use the road a fair bit, trucks and cobbles do not residential bliss make.
