Mast at Trim Garda Station

There is as much taste in the placement of this mast as there is in the terminals of a 9 volt battery!
What are those white things on the Castle?
And how would you suggest the Gardai communicate with other Gardai?? I notice this mast is free of Mobile Phone repeaters too.
