Is the current Fire Certification Legislation in Ireland acceptable?

Hi, I am currently in my final year studying Building Surveying and for my dissertation research project I am investigating to determine is the current Fire Certification Legislation in Ireland acceptable for the provision of residential accommodation.

I have found statistics concerning the number of fires, fatalities and their causes online from the Department of the Environment, Heritage and Local Government website. However, for the purposes of achieving the objectives within the investigation I have to find out the opinions of experienced professionals who work in the field in relation to the current Irish Legislation for the provision of residential accommodation.
