irish planning law on modern domestic

is there a clear set of principles by which our planning authorities base there decisions
when evaluating a modern house design as apposed to a “vernacular bungalow bliss type” design? is there a clear set of rules which relates to National guidelines ? or is it left to the personal perception of the planner in question? are we educating architects who can not practice in there own country ? ….. ??
