Following on from the Town Councils decision not to designate Fitzwilliam Square, Wicklow Town, an Architectural Conservation Area (ACA) contrary to the advice of planning consultants (vote 5 : 4 against), an application has bee lodged with Wicklow Town Council which will radically alter the character of the historic square which was laid out from 1820 – 1840.
History : Captain Charles Robert Halpin – Master Mariner Fitzwilliam Square, Wicklow Town. Born Bridge Tavern, Wicklow in 1839, youngest of a family of 13. Laid Trans-Atlantic telegraphy cable from the ‘Great Eastern’ in 1866. Died in Tinakilly House, Rathnew, in 1894. Buried in Church of Ireland Graveyard, Wicklow. Memorial erected in Fitzwilliam Square Wicklow in 1897.
The planning application lodged with Wicklow Town Council proposes to demolish the existing Phil Healy’s Pub, which occupies a prominent location at Fitzwilliam Square in the town. (Pl ref 073208 lodged 20/9/2007)
The application, in the name of James Healy, also seeks to demolish all associated ancillary buildings including an existing residence on the corner of Bridge Street and Fitzwilliam Square.
The proposed development would see the construction of a four storey residential and commercial mixed use building with a penthouse at roof garden level. There would be five one-bed apartments and five two-bed apartments on the second and third floors.
The ground floor and first floor would be for retail or commercial use.
The ground floor plan includes a covered outdoor seating area with a retractable awning over the existing pavement on the corner of Fitzwilliam Square and Main Street.
There is also provision for 17 parking spaces at lower ground level complete with bicycle storage and parking together with large bin storage and apartment post box enclosure onto Bridge Street.

Do you know what the opinion of the Council Planning Dept was, Willinator? Did it agree with the consultants?
I can just hear the meeting now- “But if we designate the square as an ACA we’ll be stifling opportunities to bring much needed economic activity to the town and jobs for local people…”

Ctesiphon,The draft town development plan 2006 included a section outlining the ACA, and the development restrictions within. This was subsequently deleted when the town plan was adopted in July 2007. Therefore, I take it the Planning department were in favour of the ACA, as many of the development restrictions have been retained without calling it an ACA.
Despite this, i expect the plans to be approved.
