Certification when builder does not perform

Any other Architects /consultants care to share experiences of preparing Cert of Compliance with b regs when the builder is dismissed for non performance . I had a case once where the builder was dismissed for continual failure to perform towards the completion of works . Another contractor was employed to complete the snagging . The original contractor “played hardball” for two years after holding back on issuing his cert of compliance pending setllement of his final account -on his terms. He eventually backed down ( settling for a reasonable amount ) and issued a cert then . This is “ok” if the client can wait . RIAI advice was “get the cert if at all possible”
