Anyone else tired of restricted competition practices, 5 shortlisted firms to compete in “international design competition” for Andersontown Police Barracks…..

Especially one which could focus local energy on a vision for the future.

      shadow,

Thanks for highlighting that. Is this competition fully following the UK/EU guidelines on public building design procurement?

Here’s the Irish Government’s relevant policy (which many Departments are, admittedly, struggling to acknowledge, let alone implement) :

“To ensure that the State can benefit from the diversity of available talent, the Government will (….) ensure that procurement policy encourages participation of architectural practices at all scales. – Government Policy on Architecture 2009 – 2015

Can anyone point on the relevant EU or ACE (Architect’s Council of Europe) guidelines on the issue of best practice when it comes to the commissioning the design of public buildings?

i wouldnt hold up the republic’s guidelines as a good example. RIAI comps are usually so limited they knock out almost every firm in the country. usually its a company needs a turnover of x million or they must have done a similar project before.
GKMP who have done a 6.5million euro landscaping project said at a recent lecture they couldnt enter similar competitions worth 0.5million
this is pretty strange tho in that they will basically only allow 5 firms to present any sort of decent proposal
