Surly, the person that did the tests can advise you on an alternative solution. A percolation test is only one part of a site assesment, positions of local boreholes, groundwater protection zones need to be taken into consideration also.
The main suppliers of treatment plants normally carry out a SA, with their fee being taken off the system if purchased.
I would advise on arranging a pre planning meeting with your LA first, that way you can see if you meet the LA requirements, housing need, house type, site suitability etc. If they are in favour of the development then proceed with an SA, which can be included in the planning application.
