ABP are keeping the conditions under wraps at the moment.
I believe that one condition reduces the size of the library, CCC would need to study the conditions as well as Frinailla as the reduction in “flying freehold” area could lead to a bad deal for the city deteriorating into yet another (former) city owned property fiasco.
