That is a really good document,

A very balanced approach to reuse coming at it from a number of angles and provides a good economic analysis of the issues.

It is only a pity that sections of it can’t be cut and pasted due to its computer formatting. It is good to see that they are doing something to push the living above the Shop scheme forward.
