This building was designed by F. and G. Holme in the Renaissance style was completed in 1885. It became the headquarters of the new municipal borough of Widnes in 1892. Not completed as designed, the large hall to the rear and the tower were never constructed. The building ceased to be the seat of local government in 1967.
