      Well……there is the anomaly about duplex apartments where some local authorities insist on a wheelchair accessible WC at the top of a flight of stairs whereas some accept that the provision of an ambulant accessible loo is acceptable. The regulation is framed in such a way to allow you argue both ways.

      really? never seen that – I have always put the accessible wc at entry level in a duplex. Mind you, I always make the upstairs bathroom accessible too.

      Unless you’ve no habitable rooms at entry level in which case the toilet goes on the same floor as the living room. Usually the 45sqm rule helps in duplexes
