DCC’s definition of a Sex Shop

My attention was aroused by the definition of a sex shop given in DCC’s new Special Planning Control Scheme for Grafton Street, which is reproduced here:
‘Sex shop
A retail outlet, which inter alia rents or presents for viewing sexually explicit material or films, including videos, clothing, sex aids and toys.’Now this has left me in the dark, because, as far as I was aware, the primary purpose of these places is to sell the goods in question, with the renting and viewing coming a firm second. If anybody else can penetrate DCC’s thinking in this regard, knock it up here.
And the punctuation is in a state of undress. It says:
‘A retail outlet, which inter alia rents or presents for viewing sexually explicit …..’
But I suggest a new position for the commas:
‘A retail outlet which, inter alia, rents or presents for viewing sexually explicit …..’
They just can’t be arsed doing it properly!

I used to think your name referred to the window type, but now I’m not so sure.
