      Recently, a county council refused to list a building, despite it having architectural and historical merit. This was in spite of the owners of the property being anxious to have their house included in the record of protected structures. Can this decision be appealed to An Bord Pleanala? I have heard of council decisions to include buildings being appealed, but never a case of exclusion.
