Constructed on a site provided by Sir Hugh .H. Smiley, who also paid for the construction of the building. He may have regretted this as the estimated cost was £5,000 but eventual cost finished at over £10,000. He also endowed it at a cost of about £7,000. A long building with a frontage of 140 ft., finished in brick and pebble dash. Now Larne Borough Council’s Smiley Buildings headquarters
