One of a wave of modernist city halls constructed across Canada in the 1950s and 1960s. Designed by Dewar Stanley Stevenson, of which Kelvin Crawford Stanley (1919-95) was a principal architect. Divided into several volumes for the differing functions – administration and council – the administration block had a pavilion storey with a striking folded roof. Designed as the centre of a 71 million dollar civic centre project. Demolished.
