Civic centre including library, a maternity and child welfare clinic, council chamber, and a public hall for 500 designed in the late 1940s for Holywood Co. Down. Built in two stages. According to The Builder “The immediate problem was one of circulation and access, and after much consideration it was decided to build a new Staircase at the north end of the building to give entry to the offices and council chamber. The foyer at the north-east end of the building gives staircase access to the hall, and on the ground floor it leads to the covered way and the maternity and child welfare clinic.”

“It is hoped to utilise the building for dances, concerts, musical festivals, public meetings and cinema shows. With the latter aim in view a projection room has been built above the entrance hall sufficient to take the largest type of equipment in current use.”
