At its opening in 1917, the architectural press remarked that “only seven of the twelve stories provided in the plan have been erected up to the present time the monumental entrance and architectural treatment indicates the general effect of the design as it will appear when the building is entirely completed. The extra stories will not likely be added until after the war.” The banking hall had a monumental marble spiral staircase leading from the public space to the floors above. Eventually the upper six floors were added during the 1930s, but not as illustrated in 1917.
