Designed by French architect Charles de Montarnal (1867-1947), who practised in Paris, and was involved in thirteen international exhibitions between 1895 and 1910 including Glasgow (1901), Hanoi (1902), St. Louis (1904), Liège (1905), Milan (1906), Dublin (1907), London (1908), and Brussels (1910). The Irish Times praised the appearance of the pavilion which was 100 ft long with a Beaux Arts central tower.

“Its central arched doorway and side wings are decorated ornately, but with refined taste; the plaster modelling and other details inviting, and bearing the closest examination. the middle tower, with its revolving light, lends a dignified aspect to the facade, which is rendered still more conspicuous amidst its white surroundings by the cream colour of the walls.”
