Designed for Leigh Borough Council by local architect J.C. Prestwich in the Edwardian Baroque style. Work began in 1904, the building was opened in 1907 after costing over £60,000. Described as “An exceptionally good building, expressive yet not showy” by Nikolaus Pevsner.
