Never completed as illustrated, the porticos to the wings, the parapet statuary, and the fantastic central tower and dome were never constructed. It serves as an administration hub for the University of Ottawa.

The architect Adalbert Olszewski “Albert” Von Herbulis practiced in Washington, D.C., hence the very obvious stylistic relationship between the tower illustrated and the central cupola of the US Capitol. After a major fire destroyed much of the campus of what was then Bytown College, the Catholic Diocese of Ottawa commissioned Von Herbulis to design a new campus plan in 1904. That scheme included eight new buildings, of which only this was built.
