The pier was designed and constructed by R. St George Moore who also designed the pier at St. Leonards-on-Sea. This was the third pier constructed in Brighton following the Royal Suspension Chain Pier in 1823 and the West Pier in 1866. Work was mostly completed in 1899 with the pier officially opened on 20 May although it was not fully complete on the opening date; some work on the pavilion continued. It cost a record £27,000. Drawings published in The Engineer 1892. Grade II* listed.
