From The Building News, August 23 1872: “”Mens.” — The elevations of this design are treated in a clever and artistic manner The centre block, with a bold and picturesque tower rising out of the centre, reminds one of the Congleton and Northampton Town Halls. The whole is spirited and effective, without being elaborate, the plan shows that the designer has not studied the requirements of a lunatic asylum.”
