I think that idea of corporate branded stations is actually pretty good for Dublin. I'd rather be in well designed corporate stations than depressing dull concrete ones. And it'd be a good source of funding assuming they get proper money for it and don't trade it for six bicycles and some magic beans.

Cabe calls in Sparks for Crossrail panel

Veteran to chair station review panel with Shuttleworth as deputy

Former Cabe design review chairman Les Sparks is to return to the watchdog as head of a dedicated panel overseeing the £16 billion Crossrail programme.

Sparks will team up with Ken Shuttleworth, founder of architect Make and chairman of the design review panel for the government’s £45 billion Building Schools for the Future scheme, who will take on the role of deputy chairman.

The heavyweight panel — which is also expected to include Cabe and English Heritage advisers — will scrutinise the quality of proposals on a continuous basis, starting in January.

The news follows BD’s revelation in June that Crossrail chiefs had rejected calls from lobbyists including Design for London to appoint a design champion in the mould of Roland Paoletti, who oversaw the architectural quality of the Jubilee line extension.

“The sessions will begin in January. The panel will look at the stations in central London, starting with Whitechapel station by Aedas, and then Tottenham Court station by Hawkins Brown,” a source close to the Crossrail project said. “The other stations such as Farringdon and Paddington will follow after that.”

Rob Naybour, an architect from Weston Williamson working on plans for Farringdon Crossrail station, welcomed news of the panel, and claimed it could work as well as a single powerful champion.

“Les Sparks is quite a formidable character and he has a good pedigree to do this sort of thing,” he said. “A design champion is not going to solve issues without a lot of technical support, which would be some sort of design panel.

Provided it is set up in the right way, I can’t see there is that much of a difference.”

Sparks is widely seen as a safe pair of hands. He joined the watchdog as a commissioner at its inception in 1999, and five years later was ushered in at the last minute to chair the design review panel after it was decided that Shuttleworth, who was originally proposed for the post, could have too many conflicts of interest.

Sparks has also founded a regional design review panel in the West Midlands and chairs one in Bath. Previously, he was director of planning and architecture at Birmingham city council between 1991 and 1999.

The Crossrail scheme will be 118km long, linking Maidenhead in the west via central London to Shenfield in the east. It will provide an estimated 200 million journeys a year.

Architects’ fortunes are written in the legislation, not in the stars

The government has also amended the new planning bill so that all major infrastructure projects such as airports or new rail projects will be required to outline their design criteria from the outset. This is a huge win for the profession as this should give a stronger legal framework and statutory backing to architects.

Ex-British Rail architect James Berry, now with HOK International, said engineering-led infrastructure projects required a champion to maintain design quality because deliverability is too often prioritised.

“It’s absolutely fundamental, and [it needs to be] someone with no vested interest who is quite frankly willing to get fired for what they say,” he said.

As well as assessing the designs for the exterior of station buildings, entrances and ticket halls, the panel will also look at issues such as aesthetic quality, how the proposed buildings relate to their surroundings and quality of materials.
