Help with question re. Belfast Building

Hello, I was wondering if anyone could help with research I am carrying out on a building in Belfast, I do not have any background in architecture etc so I am hoping someone may be able to point me in the right direction. The building in question was built as a Royal Irish Constabulary Barrack in or around 1892-94 at Musgrave Street in Belfast. It still survives today but is currently being demolished. It's planning and erection was overseen by the Board of Works, Dublin and I believe they had their own architects who would have designed Public Buildings. Does anyone know how I can trace who the designer/architect would have been and anything about the builder? I have seen the original plans which were approved in 1891 but their are no details of architect etc. I have also consulted with Public Records, Newspaper Libraries, Irish Builder mag but so far have found nothing of great relevance. If anyone feels they can help please let me know.
