I was just wondering what a recent graduate of a Town Planning course with little or no experience would need to have to carry out an SEA for a significant Town Development Plan on his/her own?- would one need liability insurance, etc? Has anyone heard of this occuring before? I am mystified

Because it happened in a recent significant draft town development plan. Do all SEA have to go through an official tender process? It was not on etenders. I taught it would always be experienced firms that carry out SEA rather than individuals with limited experience
