Land fill

Hi, does anyone know what regs are in place if any with regard to filling of sites. I'm dealing with a particular case whereby an adjoining landowner has filled his own site together with the front of our clients site, at total of 1m, with the result that our client can't access his own site.
Is there a limit to how much you can fill the site and when does the need to apply for planning permission come into it? Does it refer to this in the act anywhere - haven't found anything yet.

My understanding is that to raise levels by more than 1m you need to apply for planning permission.
