Exempt Development and Architectural Conservation Areas
The DLRCC development plan states that exempt development "shall be exempted development only if the works do not affect the character of the exterior of the structure or that of neighbouring structures"
( Key word is Architectural Conservation Areas as opposed to Conservations Areas)
This is a separate consideration to protected structures - essentially , no exempted development is permitted to them
Have those in other counties spotted such restrictions ?

I think its 4(i)h
never been tested by case law.
Planning Authorities will always declare it necessary to go for planning.
