Thats for Dublin City but if it is elsewhere you need to write to the Local Authority and make the case for listing. You hsould provide a map, a set of photos and any historical information you have on the building. Listing in Ireland is carried out by local governmnet as opposed to the UK where it is done at a national level. Im not sure what you mean by space but if it is not a structure then it can not be listed.
