A1 to A3 Zoning??

I have land in the Cork City green belt area that is zoned as A1 but a few hundred yards along the road in each direction it is A3. also I had planning on a site there pre 2000. just wondering how difficult to get this zoning chnged or is a matter of who you know?? better to go to the local councillor or direct to the planners?
