Speaking from the Cork City point of view I personally think the whole idea should be scrapped.
The return sought from Cork CC is so poor that it is not worth the effort enforcing the Act. eg. in the full 3 years 2003/04/05 CCC received a grand total of 1,565,928 euro and acquired 83 units under Part V, this at a time when the Celtic Tiger was in full flow.
I shudder to think what the return would be in “lean” times.
