amendments to louth coco

Hi, I was wondering if anyone knew when the amendment in louth co co that If you are in Zone 3 "the dwelling shall be located within a radius of 4kms of the qualifying family residence" came into force and also how long do you have to live at a certain residence to be able to apply to build in a zone 3. ie i was brought up in one area (a), married and lived 15 years in another area (b)- which one is the area you would use when applying for planning permission a or b?

Im not at all sure what you are asking but...

Firstly why not simply ask your local planning authority. The planning desk may be able to tell you and if this is a major policy in the county the FAQ section on the website might help.
Secondly the 'amendment' is probably a policy of the current County Development Plan so it came in to force whenever that came in to force. the policy will affect any planning application lodged since the plan was adopted.

Im not sure what you mean by area "a" and area "b", surely you only have one qualifying family residence!
