planning permission to renovate outbuildings

I am considering purchasing a site of 2.5 acres with one house and a group of outbuildings on it. I would like to know if planning is usually/often/ever given to convert outhouses into full dwellings, and if it is, is it ever permissible to move the location of the converted dwelling approx 10 metres in any direction?
