Proceedings against Non-compliance with planning permission. What's the process?

Just wondered if anyone is familiar with the process that occurs when a local authority is issuing proceedings against a developer for non-compliance with planning permission.Apparantly this is after an enforcement notice was not acted on within the statutory timeframe. What does this process entail and how long does it take?
